In 1957 the minister of a defense G. K. Zhukov signed the order on organization special forces of navy. Soon he has left from a post of the minister of a defense and all works on organization spec forces were stopped.

 In 1967 under the order of the commander-in-chief of navy the auxiliary division - scholastic - burn-in group of the easy divers of the Black Sea fleet with the following tasks was created: the tests of various models of diving equipment, educational immersing, underwater works, study of a relief of bottom, currents etc.

But in this group some people - enthusiasts of the special operations under their own initiative, not much notifying their management, trained under special program - recon, sabotages, struggle with underwater sabotagers of the opponent, capture of coastal objects etc.

Soon after creation of this group the training of naval infantry was carried out, in which, according to the plans of the commanders of training, the group had to study underwater conditions for landing of naval infantry and the naval infantry had to grasp some important objects.

 But the group not only had studied underwater conditions, but also have carried out recon of a coast, silently "grasped" coastal staging area, appearing from under water there, where nobody expected them, had carried out recon of objects, "had put out of action" the communications of the opponent, destroyed command object of the opponent, have undermined some objects in a defense of the opponent and almost without noise "had grasped" all the important objects.

When the divisions of naval infantry landed, all tasks of the training appeared to be executed. It made on commanders the large impression and the special decision was made on transformation of the group to the Group on "struggle with underwater sabotage forces" and means PDSS (group PDSS - "protivodiversionniye sili i sredstva"-counter-underwater forces) was accepted.

In 1969 the groups PDSS were created in the structure of other three fleets: Baltic, Northern, and Pacific. Also groups PDSS were available in large war - sea bases.
In 1970 by the Main intelligence service of a General staff (GRU) was created top secret reconnaissance - sabotage group "Delfin" (Dolphin) for the following tasks: operations against sea bases of the foreign states.

Recruits in groups PDSS are collected from the marines on a voluntary basis under the recommendations of the commanders. Recruit should be emotionally counterbalanced, not be afraid of darkness, loneliness, closed space, should well transfer physical loadings, immersing on the large depths and differences of pressure.

After the recruit passed the psychological tests and medical commission, he becomes the cadet. Base preparation (26 weeks) begins further and consists of 3 stages:

1 stage - (7 weeks) Educational day - 15 hours. The cadets run on the large distances, float, and occupied with a rowing and   running on an obstacle course. Every second day the requirement are increased and become more difficult. The instructors make even more complicated problems: on water spill and setting fire to petroleum, blow up charges near to the cadets. Last week the cadets are exposed to limiting physical and mental loadings. The cadets run on 100 kilometers with a complete battle set, swimming on 10 miles with towage of a cargo up to 40 kgs. This stage passes on average 1 of 15-20 cadets.

2 stage - (11 weeks) the Cadets study underwater equipment, mine - explosive operations, tactics of small groups in water and on the ground, recon, radio communication, cold weapons (knife etc.) and fire-arms (including underwater), training, parachute preparation, mountain climbing, drive of vehicles (ground, water, underwater), hand-to-hand battle on ground and in water (ways fatal, traumatic, shock influence). During this preparation starts formation of small groups (up to 2, 3, 4 men). The members of these groups study to understand each other from a half-word, half-look.

 After the second stage the cadets have to pass the exam on guards and defense of coastal objects and their ships from the saboteurs of the opponent - the special trainings will be carried out, in which the battle operation is simulated. Successful cadets, who have passed the examination, are directed to the separate brigades of marines.

3 stage (8 weeks) the Cadets have to improve their skills.  Under the recommendations of the instructors some of the cadets remain in a brigades of marines, other come back to the  PDSS groups, where they were trained and  the most capable cadets offer continue their  training in special recon - sabotage center. This center prepares the employees of group "Delfin".

Here cadets jump with a parachute from any heights, at any time of day or night, in any weather, on any district, land on ropes from helicopters, jump from the helicopter in water from height of 5 meters. Study to leave a submarine, to destroy the ships, sluices, dams, bridges, Anti-submarine system at oceans, to grasp air stations, command items, centers of communication, to survive in any climatic zones, in any weather, to make escape from captivities, to use poisons, to use all kinds of the domestic and foreign weapon, the receptions of hand-to-hand battle are developed individually, for each employee - receptions (depending on a constitution, features of mentality, morals. In group "Delfin" the employees specialize on regions of the world: Latin America, Northern America, Western Europe, South - East Asia, Southern and South - Western Africa, Near East, Mediterranean sea etc.

 After finishing the preparation at the center, the cadets are sent in Sevastopol (Black sea, Ukraine). There they study methods of struggle against sea animals like sharks and with sea animals like dolphins special trained for struggle with the underwater saboteurs.

Once per year the employees of "Delfin" have to pass the retraining - study new equipment, arms, experience of the domestic and foreign battle swimmers. Once per one month the employees have the specifications (examination) in all disciplines. 
On arms of group "Delfin" is present all the weaponry, that is required for fulfillment of their orders. Except for the standard Russian and foreign arms they have classified, specially designed underwater weapons like automatic device APS - 55, pistol SPP - 1н, that can shoot underwater and the same time can be used on land. There are explosive devices of volumetric explosion, vacuum ammunition, towed nuclear charges small (weight 27 kg.) and large (weight 70 kg.) capacity, means of neutralization water-acoustic and electronic devices, respiratory devices with the closed cycle "Ida", devices of underwater orientation, super small submarines "Piranha" (6 saboteurs and various equipment), torpedo "Siren" (2 saboteurs and equipment, torpedo released from a torpedo tube of a submarine), electrical towheads "Triton" and "Akula" (Shark) and there is a lot of other equipment..

Instructors of group "Delfin" prepared the battle swimmers for groups "Alfa" and "Vympel". In 1970 - 80 underwater saboteurs worked in battle operations in many countries of the world: Angola, Vietnam, Egypt, Mozambique, Nicaragua, Ethiopia etc.

It is known, that two underwater saboteurs were lost at mining cargo ship of USA in a bay Kamran (Vietnam). They were killed performing dolphins, which protected a bay. After that the employees of group "Delfin" began to train in struggle against dolphins. At the coast of Africa the employees of the "Delfin" had been protecting the Soviet trade court. Once team of "Delfin" had noticed 6 employees of the underwater saboteurs - 8 men. The commander of the group "Delfin" had taken out the knife and gave the order: “Beat without the weapon ". The opponents had accepted a call. The fight was severe, and in some minutes the opponents were destroyed. In one week it became known, that the opponents were the underwater saboteurs from South-Africa Republic.
